Vizhimova N.G., Pomykalova M.I. РROTECTION OF THE NATIONAL LABOR MARKET

DOI: 10.34220/2308-8877-2021-8-4-26-37

Abstract: This article examines one of the country's top priorities, such as protecting the national labor market. The modern labor market plays a unique role in the state of the Russian economy. The specificity of this phenomenon is expressed in the diversity of labor resources: Russian and foreign. The bearer of labor power is man, it is he who represents the power of production of the whole society. The labor resource possesses a set of intellectual and physical abilities, values, norms and labor characteristics, which should, first of all, be assessed by the state and the employer in building labor relations. The improvement of the labor market is led by the improvement in the indicators of the economically active population, the level of unemployment and employment.

The external labor market is distinguished by its openness and accessibility. The jobs are predominantly occupied by foreign workers. The high level of flows of foreign labor in the Russian Federation forces the state authorities to promptly respond to the situation. The state pays attention, first of all, to providing jobs for the citizens of its country to prevent unemployment. But for a stable economic situation, foreign labor is also required, which is why the state seeks to quantitatively and qualitatively regulate the attraction of foreign flows. Modern Russia is characterized by the western way of attracting foreign labor and limiting migration, it consists in the gradual introduction of a point system for individual assessment of the labor potential of each foreign worker.

Keywords: labor migration, labor migrant, patent, work permit, official employment, point system.

DOI: 10.34220/2308-8877-2021-8-4-38-53

Abstract: Today, the Russian economy is gradually shifting to an innovative development path. The need for modernization is explained by the depletion of traditional resources and the globalization of scientific and technological progress. Domestic production is under strong pressure on the domestic market, because cheaper imported goods attract a significant portion of consumers. The current situation requires rapid changes in the production environment by stepping up the development of technological developments. The development of innovative processes is one of the most effective ways to achieve sustainable economic growth, improve social and competition policy. The place of the Russian Federation in the world community directly depends on the results of the production of high technology products.

In these conditions, new forms and methods are required to ensure the flow of long-term investment resources into the economy. The pooling of public resources and the financial capabilities of private enterprises will solve the problem of investing in new innovative projects. Development institutions are one of such super-effective mechanisms contributing to the solution of this problem.

Kuznetsov S.A. MODERN TRENDS OF HUMAN RESOURCES MANAGEMENT IN THE CONDITIONS OF INNOVATIVE DEVELOPMENT

DOI: 10.34220/2308-8877-2021-8-4-69-77

Abstract: The new economy, the knowledge economy, is fundamentally changing the attitude towards the workforce. The concept of "personnel" first replaced the concept of "human resources", but today it is already "human capital". Thus, the “war for brains” becomes the mainstream of HR management. The profession of an HR manager in business entities comes to the fore, and it is on their actions that the effectiveness of not only the correct selection of personnel depends, but also the further path of each employee, up to painless dismissal, without causing negative consequences for the HR brand

Today VUCA-reality forces us to radically revise the existing classical approaches to human resource management. Stability replaces instability, predictability - uncertainty, simplicity - complexity, certainty - ambiguity. The flagship is the "Person-centered" approach in HR - management, when effective management does not respond to the position and the focus of attention is completely directed to a specific employee, to his emotions, feelings, problems, behavior, the possibility of combining "brains".

Thus, the process of human resource management of business entities needs effective management based on new trends in the full management cycle, taking into account the transformation of life associated with the introduction of a remote work format. Accelerated development and implementation of IT technologies is also reflected in the process of effective HR - management of business entities focused on innovative development.

This article examines modern trends in HR management at different stages, including adaptive management decisions that meet the conditions of remote work, allowing modern business to be competitive and occupy a leading position in the market.

Keywords: human resource management, trends, innovation, personnel management, management.

Serebryakova N.A., Dorokhova N.V., Isaenko M.I. CURRENT STATE AND PROSPECTS OF ECOTOURISM DEVELOPMENT IN RUSSIA

DOI: 10.34220/2308-8877-2021-8-4-77-86

Abstract: The article is devoted to the analysis of the current state and prospects for the development of eco-tourism in the Russian Federation. The potential for the development of eco-tourism in Russia, which has many natural objects of interest to tourists, is highly appreciated. A number of factors hindering the development of this type of tourism are identified, including: insignificant information support and promotion of Russia as a place suitable for tourist recreation, including nature-oriented, in foreign markets; unfavorable visa regime for tourists, which makes it much more difficult for foreign citizens to visit Russia; undeveloped tourist infrastructure; low level of service, mismatch of prices for offered tourist goods and services to their quality; low level of development of transport infrastructure, high degree of deterioration of the transport base and lack of comfortable tourist vehicles. Ways to reduce the negative impact of these factors on the development of eco-tourism in the Russian Federation are proposed. It is proved that these factors should be leveled not only by the enterprises of the tourism industry, but also by the state through the implementation of various state programs, as well as creating conditions for attracting foreign investment, primarily by improving the organizational conditions of tourism activities.

Keywords: eco-tourism, inbound ecological tourism, places of interest for tourists, constraints.

Stepanycheva E.V., Yakovleva L.A. STATE AND PROSPECTS OF AGROTOURISM DEVELOPMENT IN THE TAMBOV REGION

DOI: 10.34220/2308-8877-2021-8-4-86-102

Abstract: In modern conditions, agrotourism is one of the most promising areas of development of the tourism industry. The growing interest of tourists in agrotourism is due to the intensification of the pace of life, excessive information load, and unfavorable environmental conditions in cities. On the one hand, agrotourism is an independent type of tourism, and on the other hand, it combines various types of tourism developed in rural areas, taking into account available resources. For rural areas, agrotourism is the tool that can ensure the inflow of financial resources, and, consequently, their effective development. Today the decision of tasks of development of agro-tourism in many regions is based on state-private partnership, due to the fact that the development of agritourism allows to increase the efficiency of use of resources of rural areas to provide rural residents more jobs, reduce the outflow of population to the cities, to increase the interest of local residents in the development of rural areas. The article considers the concept of agrotourism, specifies the tasks and factors of agrotourism development, analyzes foreign and domestic experience of agrotourism development. The state of development of agrotourism in the Tambov region is investigated, prospects of development of agrotourism in the Tambov region are determined, a set of measures for the organization of agrotourism in the Tambov region is proposed.

Yakovenko N.V., Ten R.V. METHODOLOGICAL APPROACHES TO ASSESSING THE TERRITORIAL DIFFERENTIATION OF THE SOCIAL AND ECONOMIC SYSTEM OF REGIONS AND MUNICIPALITIES

DOI: 10.34220/2308-8877-2021-8-4-102-112

Abstract: One of the main internal challenges that hinder the sustainable development of Russia's regions and the transition of its economy to a new technological order is territorial social and economic differentiation. The article analyzes methodological approaches to assessing the territorial differentiation of the social and economic system of regions and municipalities. The main approaches presented in the social and economic literature have been revealed. The assessment methods used by domestic and foreign scientists are presented and critically analyzed. It is revealed that among the authors of scientific works there is still no consensus not only on the theoretical aspects, but also on the methodological issues of the procedure for assessing territorial differentiation. The systematization of the approaches and tools used by scientists from different countries has been carried out. The advantages, disadvantages and limitations for the practical application of the selected methodological approaches have been indicated. It is shown that each of the presented approaches is a basic principle when conducting territorial differentiation. Depending on the tasks set, the choice of methodological assessment approaches may vary. Clarification of existing and development of new methods for assessing sustainable socio-economic development of municipalities is the first step in creating targeted programmes to equalize territorial disparities of development in Russia.

DOI: 10.34220/2308-8877-2021-8-4-113-124

Abstract: The article discusses the methods of strategic analysis used in analytical practice. It was found that there is no unified methodology for conducting a strategic analysis of the development of an organization, the plurality of existing methods and techniques will not allow a priori to give preference to one of them. The four most used in strategic analysis methods of SWOT analysis, PEST analysis, SNW analysis and industry analysis according to M. Porter's model of five forces, as well as matrix analysis methods, the most popular of which are the BCG matrix, the SPACE matrix, the ICC matrix, Matrix Shel. Comparative analysis of the methods of strategic analysis of the organization on the basis of highlighting their advantages and disadvantages, showed that each of them has a number of advantages, but is not devoid of visible disadvantages. To prioritize and form practice-oriented techniques, expert assessments and their ranking were carried out on the principles of simplicity of the technique, the complexity of conclusions, the scale of application and the complexity of development and application. It was found that SWOT analysis and PEST analysis methods, mission matrix and key competencies are most consistent with the principles of simplicity in implementation, complexity, universality and reliability of assessing the strategic development of an organization. It is advisable to use these methods as analytical tools in planning and managing the strategic development of an organization.

DOI: 10.34220/2308-8877-2021-8-4-124-140

Abstract: Currently, the staff is the most valuable resource of any organization, so the success of its activities depends on the quality of human resources. One of the fundamental criteria for the quality of human resources is the compliance of personnel competencies (both personal and professional), the requirements of the employer and the content of labor functions implemented within the framework of the position. Such compliance is primarily achieved by organizing a competent approach to the recruitment procedure. Today, many companies seek to independently select employees, which requires certain knowledge in this area. In domestic conditions, in contrast to the established foreign practice, the formation and implementation of the recruitment process is complicated by the lack of practical experience of companies in this area, insufficient elaboration of recruitment mechanisms, the desire to copy foreign experience in this area without taking into account Russian characteristics. The article clarifies the concept of personnel selection, analyzes the process of personnel selection, approaches to personnel selection, criteria and sources of personnel selection that form the preferences of foreign and domestic employers, analyzes the process of personnel selection of an industrial enterprise and suggests ways to improve it.

Rafailov M.K., Morkovin V.A. ZERO VALUE OF FOREST RESOURCE

DOI: 10.34220/2308-8877-2021-8-4-149-157

Abstract: The article examines the current approaches in the domestic forestry economy to determine the price of forest resources. The analysis of the pricing system in the Russian Federation and a number of foreign multi-forest countries with similar climatic and forest conditions is presented.

The work reflects global trends and challenges that necessitate a revision of the pricing system for wood from forest plantations. Emphasis is laid on the main points of the Paris Agreement and the carbon tax, since these aspects are now becoming more and more relevant in the strategic planning of state forest management and industrial policy on the world stage.

An approach to assessing forest resources is proposed, taking into account new challenges in the socio-economic and environmental spheres.

A formula for the zero cost of a forest resource is given, which depends not only on the factors of the classical economic theory of supply and demand, but also on the factors of changes in the demand of future periods, the transformation of its conjuncture or a fundamental change up to extinction, tending to zero, as well as the social and environmental needs of the population for not raw materials and services of the forest ecosystem.

Keywords: cost of a forest resource, pricing, strategic planning, forestry complex.

Avdeeva I.A. PUBLIC-PRIVATE PARTNERSHIP IN A CONSTITUENT ENTITY OF THE RUSSIAN FEDERATION: REGULATORY FRAMEWORK, INSTITUTIONAL ENVIRONMENT, IMPLEMENTATION EXPERIENCE

DOI: 10.34220/2308-8877-2021-8-4-158-170

Abstract: The article studies the regulatory framework, institutional environment and experience in implementing public-private partnership (PPP) mechanisms in the Kursk region. Shown is the position occupied by the Kursk region among the constituent entities of the Russian Federation in terms of the level of PPP development. Based on the data of the official register of agreements concluded (planned to be concluded) on the principles of public-private partnership in the Kursk region, the existing practice of implementing PPP projects was analyzed. It is noted that the PPP sector in the Kursk region is rather poorly developed, despite the formal elaboration of the regulatory framework and the presence of a certain institutional environment. The practice of PPP is limited to only one form — a concession agreement, is carried out only at the municipal level, the total volume of investments is insignificant. It has been established that a typical concession agreement facility in the region is a water supply facility for a village or village with a population of up to 50 people, and we are always talking only about modernization, re-construction and operation of existing facilities, but not about creating new ones. A comparison is made of the practice of implementing PPP projects in the Kursk region with the best rated constituent entity of the Russian Federation — the Samara region, based on the comparison, conclusions are drawn about the main problems and shortcomings that hinder the development of PPP in the Kursk region.

Keywords: public-private partnership, concession agreement, Kursk region, regulatory framework, institutional environment, volume of investments.

Yakovleva E.A. REGIONAL PRIORITIES OF NEW INDUSTRIAL POLICIES

DOI: 10.34220/2308-8877-2021-8-4-171-179

Abstract: The article reveals the dynamics of their growth based on the results of the analysis of the main indicators of industrial development in the Voronezh region. At the same time, regional growth rates exceed the national ones. On the basis of the revealed trend, a conclusion was made about the effective implementation of the regional industrial policy. The intensification of activities in the field of industrial modernization in the region reflects the ongoing industrial policy. It has been determined that favorable conditions for conducting industrial and production activities and the investment attractiveness of a region depend on a systematic approach to the development of industrial clusters, territories of advanced socio-economic development, techno- and industrial parks. The components of the prospects for the high-tech industrial complex, the key directions for improving the regional industrial policy, namely, regulatory and organizational support, the implementation of regional programs and federal projects, and cooperation with business structures have been determined. A special economic zone of industrial-production type on an innovative basis contributes to import substitution and the creation of new types of industrial products. The distribution of regions according to different levels of industrial development in Russia indicates the need to solve the problems of effective spatial planning and placement of productive forces in the country, the use of selective management of the country's spatial development. An important influence on the economic development of the country's regions is exerted by the content of the regional industrial policy and the ways of its implementation.
