Zinovyeva I.S., Pecherskaya O.A. FEATURES OF SUSTAINABLE DEVELOPMENT OF THE FOREST SECTOR IN A FOREST-POOR REGION (ON THE EXAMPLE OF THE VORONEZH REGION)

Abstract: The paper considers the directions of development of the region of the forestry sector of low-forest use on the example of the Voronezh region, highlights the factors and conditions for sustainable development and regional forest policy, principles, principles of compatibility of the compatibility of the use of forest resources in one area. It is emphasized that for sparsely wooded regions it is advisable to conduct economic activities within the framework of public-private partnerships associated with ensuring the protection and protection of forests, afforestation and reforestation, that is, activities related to the creation of a resource region. It is noted that the non-resource use of forests due to the disclosure of the recreational potential of the territory contributes not only to the development of the regional economy, but also satisfies the population's need for recreation, allowing to restore the lost working capacity. Forest plots from the lands of the forest fund of the Voronezh region in 2018-2020 were provided for permanent (unlimited) use, rent, free fixed-term use. The analysis showed an increase in the number of contracts for the implementation of recreational activities, construction, reconstruction, operation of linear objects, as well as hunting. With the aim of a balanced use of forest resources, taking into account the impact on the development of the regional economy, the criteria for choosing a priority direction of forest use were determined.

Abstract: The article considers the possibilities of developing forest entrepreneurship through expanding the range of ecosystem services and organizing sequestration Inustry on forest lands. The new type of forest management is based on the ability to balance carbon dioxide emissions into the atmosphere. The economic aspects of creating and using forest carbon farms are considered. To determine the standard costs for creating poplar and pine carbon plantations, the standard method was used. Creating carbon farms on forest land is a costly process, but carbon storage activities can bring numerous economic and environmental effects in addition to maintaining the carbon balance. The cost of creating one hectare of forest carbon farm is from 262 to 304 thousand rubles, while the economic effect of their use can significantly exceed the investment. The first stage in the organization of carbon farms should be the creation of test plantations-carbon polygons. It is proved that the necessary resources and prerequisites are available for the implementation of the actual practice-oriented task of creating carbon polygons in the Voronezh region.

Panyavina E.A. CREATION OF FOREST CARBON (CARBON) LANDSCAPES: ECONOMIC COMPONENT

Abstract: The article discusses the economic components of the creation and maintenance of forest carbon (carbonic) landfills by poplar seedlings with a closed root system on the territory of the Voronezh region. A general description of the consequences of climate change, an increase in the concentration of carbon dioxide in the atmosphere is given, with an emphasis on considering such consequences in the forest industry. The technology of creating forest carbonic polygons has been determined, taking into account the influence of the main factors (growing conditions, species composition, soil group, number and diameter of stumps, rutting length, planting density, average distance to crossings). When determining the costs of creating and maintaining a forest carbon (carbonic) landfill with poplar seedlings with a closed root system, a costly and normative approach was used. In the course of the study, it was determined that the creation and maintenance of forest carbonic landfills is a costly process, but the activity of carbon sequestration implies economic and environmental benefits. The cost of creating and maintaining one hectare of carboniferous forest landfill, created by seedlings of poplar with a closed root system, amounted to 303.9 thousand rubles. The creation of carbon polygons will allow controlling the carbon balance in the country's territories, helping to improve the environmental situation and increase the economic benefits of business by producing more competitive products.

Abstract: The specifics of the current state of innovation and investment activity in the territories of the Russian Federation require a comprehensive analytical study, monitoring the effectiveness of innovation and investment development of the territories. The analysis of the study suggests that the task of leveling the levels of socio-economic development of territories can be solved on the basis of the formation of a modern investment and innovation management system that is adequate to the current socio-economic realities. The sustainable innovation and investment development of territories is strongly influenced by various components of the internal and external environment, including alternative factors, the analysis of which makes it possible to study problematic situations, crisis situations, determine ways to eliminate them and assess such opportunities. Violations and problems in the field of effective investment management and innovation implementation at the territorial level should be identified and eliminated in a timely manner. The main task of managing innovation processes is investment planning of the territory, development of actions that can apply and provide the necessary environment that has a favorable effect on the strategic development of the territory. During the scientific research, the classification of key factors influencing the program-target management of innovation and investment activities of economic regions was formed, and the effectiveness of their influence on the final result was determined.

Kolesnichenko E.A., Vyzhimova N.G. ORGANIZATION OF AGROTOURISM IN THE TAMBOV REGION

Abstract: In modern conditions, one of the most promising directions for the development of the territory and the provision of tourist services is agrotourism, which, being an independent type of tourism, simultaneously unites its various types (natural-recreational, cultural-educational, religious, etc.), based on the use of the resources of rural territories. Moreover, the organization of this type of tourism contributes not only to the integrated development of the territory, but also to related industries and spheres (transport, hotel business, infrastructure, etc.). The purpose of this study is to study the conditions and opportunities for the development of agrotourism in the Tambov region and to develop measures for its organization. The article considers the concept of agrotourism, specifies the tasks and factors of the development of agrotourism, analyzes foreign and domestic experience in the development of agrotourism. The potential of the Tambov district of the Tambov region is being investigated in terms of the possibilities of organizing agrotourism and it is proposed to realize the following main directions for the development of agrotourism: recreation in the countryside; cognitive agrotourism; Agrotourism, combined with other types of tourism. Rural settlements were monitored for implementation; A programme for a seminar on agrotourism has been developed. Proposals have been developed that include a range of tourism services in the field of agrotourism, including the creation of an information portal, the preparation and replication of advertising and information materials; Conducting an advertising campaign. It is assumed that, with the support of the authorities, this project will have development prospects by involving many participants in the collective work on the organization of agrotourism in the region.

Marchuk I.I. THE STATE OF THE TIMBER INDUSTRY COMPLEX OF THE RUSSIAN FEDERATION IN A SPARSELY FORESTED REGION ON THE EXAMPLE OF THE VORONEZH REGION

Abstract: The timber industry complex of the Russian Federation ranks fourth among all branches of the country, because in terms of forest area Russia ranks first in the world (8148895 km2), which is about 49.76% of the total area of ​​Russia. The timber industry complex is a complex system and consists of four components (logging industry, woodworking industry, pulp and paper industry, wood chemical industry). Particular attention is paid to this industry in Eastern Siberia, Western Siberia and the Far East, because these regions have the greatest forest cover. In sparsely wooded regions, the timber industry is not a priority and little attention is paid to it, both by the state and by investors. In this article, we examined the state of the forestry complex of the Voronezh region, the forest cover of this territory is only eight percent of the entire territory of the country, all forests are protective, therefore the volume of timber is carried out thanks to sanitary felling and is about 285 thousand m3. In this region there are about 20 large and medium-sized enterprises involved in the timber industry and about 40 small private enterprises. The main problem of the timber industry complex in a low-wooded region is low-quality products, imperfection of regulatory legal acts at the regional level, and lack of investment. In this regard, measures were proposed that will contribute to the development of the timber industry complex in the low-forest region.

Nebesnaya A.Y. STRATEGIC DIRECTIONS FOR THE DEVELOPMENT OF THE TOURIST INDUSTRY IN THE REGION

Abstract: The article provides an overview of the main strategic documents for the development of the tourism industry both at the federal level and at the regional levels. Among the main measures for the implementation of the Strategy for the period up to 2035 in the tourism sector, they noted: the formation of the institutional system of the industry; development of tourist infrastructure; formation of a tourist product; qualitatively new management of the industry; advanced training of participants in the tourism industry; ensuring an increase in the number of foreign tourists visiting the Russian Federation. To analyze the development of these measures in the region, a SWOT-analysis of the development of the tourism industry in the Voronezh region was carried out. The strengths included the availability of significant resources for the development of various types of tourism. The created room stock of accommodation facilities, represented by key foreign and domestic hotel brands, is capable of receiving up to 1.5 million tourists a year. The developed transport infrastructure of the Voronezh region, the presence of the international airport "Voronezh" are significant competitive advantages of the Voronezh region. The weaknesses include the fact that Voronezh and the region do not have a sufficiently developed hospitality industry and a well-recognized brand. The contribution of tourism activity to the well-being of its key participants was considered. A forecast was made in accordance with the Tourism Development Strategy 2035 of the export of tourism services and the gross value added of the tourism industry in Russia.

Shevchenko A.N. STRUCTURE OF TASKS FOR THE DEVELOPMENT OF THE FOREST COMPLEX IN THE DIGITAL ECONOMY

Abstract: Insufficient knowledge of the state of development of the forest sector and rural areas of the Russian regions determined the focus of this study. The subject of the study is the prospects for the development of the forest sector and rural areas in the digital economy. The goals were to develop theoretical provisions and practical recommendations for improving interaction. In the course of the study, methodological approaches of general scientific and special nature were used. The study resulted in the following conclusions: currently, there are no unambiguous and clearly formulated answers to the directions of joint development of the forest sector and rural areas of the Russian regions in the digital economy. A multisectoral approach is required to the digitalization of the forest sector and rural territories of the Russian regions and targeted actions of state bodies, business structures, population development potential of the forest sector and rural areas, and in previously adopted program needs to be amended. A new system of scientific support for the development of the forest sector and rural areas of the Russian regions is required, as well as an immediate transition to intensive multi-purpose forest management. Practical implementation of the proposed measures for cooperation in the development of the forest complex and rural areas of the Russian regions will contribute to improving the quality of life in rural areas.

Polozhentseva Yu.S., Stepanova A.R. TRANSFORMATION OF LABOR RELATIONS BASED ON GIG-ECONOMY IN CONDITIONS OF DIGITALIZATION OF ECONOMIC SYSTEMS

Abstract: The decline in the growth rate of the country's economy leads to an increase in the interest of various sectors of society in the search for effective ways of organizing work in the face of increasing universal digitalization. In the post-pandemic world, the able-bodied population needs new ways of earning money, the opportunity to work in their spare time, the presence of a flexible schedule, as employers are increasingly striving to optimize the costs of business processes, including personnel. Therefore, domestic employers are waiting for the development and growth of the institution of freelance, which requires an active restructuring of labor relations. The application of the gig economy as a new socio-economic model of entrepreneurial organization has influenced the emergence of modern forms of labor organization, such as outsourcing, subcontracting, freelance, remote work, outstaffing, which represent the possibility of partial employment. Such forms of labor relations are mainly in demand in the service sector and IT organizations. The aim of the study is to study the directions of transformation of forms of organization of labor activity in domestic and foreign business in conditions of transition to gig-economy. The study analyzed the development prospects of gig-economy as one of the directions of digital transformation of the economy. Also, on the basis of a synthesis of expert assessments and surveys of the population, features and prospects for the development of freelance in Russia were formed.

Based on the study, the following main results were obtained: the main trends in the development of the gig economy were identified; analyzed the theoretical and practical aspects of the development of gig-economy as one of the developing areas of the digital economy; statistical assessment of the studied direction is given; the problems of organization of freelance in conditions of gig-economy are covered.

Abstract: The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

Abstract: The article is devoted to the study of the management system of intangible incentives used for the personnel of organizations. The authors defined groups of the main tools of intangible motivation of personnel including working conditions, tools of social support, elements of corporate culture and tools of stimulation of self-realization opportunities; revealed the main principles of the system of intangible motivation of personnel representing a cycle including the following managerial stages: planning, design of methods, techniques and measures of intangible motivation of personnel; plan implementation; coordinated actions, monitor The system of intangible motivation tools application is formed and on its basis the complex evaluation of intangible motivation system of personnel in Belgorod higher educational institutions is performed and the most effective methods of personnel motivation in higher educational institutions of Belgorod region are revealed, the satisfaction of respondents with the system of intangible motivation of personnel is revealed.  Further, the authors offered the project to improve intangible motivation of personnel, including forms, methods, recommendations for implementing methods of intangible motivation on the example of educational organizations of Belgorod. It was revealed that it is possible to form a parametric system, including the goal and the way of achieving the goal, requirements for the result and the project result, as well as the final users of the project result, aimed at developing a system of intangible motivation of personnel of educational organizations, which will allow to carry out activities that contribute to the implementation of the required effect in the socio-economic sphere.

Abstract: to conduct a prospective analysis of profitability in organizations that have a constant level and cost structure, you can use sales planning models. With their help, it is possible to determine and analyze the average price of goods for the organization and conduct a prospective analysis of the organization's income. The analysis of a number of factors which, in our opinion, will determine economic efficiency of activity of the furniture enterprise, and also its ability to create profit is carried out.

The proposed three-factor regression model of the dependence of sales volume on such factors as: attendance of the furniture salon, the number of main staff, the number of product balances in the store's warehouse. This model is relevant for furniture companies and allows you to plan the sales volumes of furniture sets and, consequently, the company's income. The analysis of variance showed that the model is non-random and reliable. The equation reflects a non-random, stable, significant dependence of the result and explanatory factors. The significance value of F shows the high reliability of the results and the absence of randomness and the presence of a justified pattern in our study. The developed model will allow to carry out a prospective analysis of the profitability of furniture enterprises, at a constant level and cost structure.

Vorontsov E.V. HUMAN RESOURCES ARE THE SOURCE OF AN ORGANIZATION'S COMPETITIVE ADVANTAGE

Abstract: The article proves that human resources are a source of competitive advantages of the organization through the provision of additional value to interested groups. It is shown that the main goal of human resources management is unreasonably identified with the main goal of personnel management, and human resources management with personnel management. It is proved that human resources management is characterized by such activities as identification of the organization's resources, assessment of their quality and quantity, determination of those human resources that provide production and provision of additional value to interested groups. Identification of the goal of human resources management and the goal of personnel management, deprives this area of managerial activity of a number of significant aspects and reduces the overall effectiveness of the organization.

It is proved that human resource managers need to know the state of the external environment, their investors and clients, their interests, values and goals in order to provide a specific value to any interested parties, through the use of certain human resources. Be able to identify the required human resources, assess their condition, and relate their tools and technologies to the needs of interested groups; to show that the activity of the HR service increases the value demanded by a certain subject by transforming human resources into others.

Abstract: The global transport and logistics system was one of the most affected areas as a result of the coronavirus pandemic. The negative effects are based on various factors, such as the closure of State borders, the introduction of restrictions on the movement of people and goods, the disruption of supply chains, and the decline in demand and purchasing power. The combination of these factors affected all types of transport – from the use of personal and public transport in cities to passenger and freight transport both within and between countries. The scale of negative consequences depends on the type of transport and the state's integration into the global transport and logistics system. However, transport as an industry should be more resilient to the consequences of any shocks, as it is one of the backbone sectors of the country's economy.The purpose of this article is to analyze the consequences of the crisis caused by the coronovirus pandemic for the rail freight transport market. The object of the study is the territorial center of branded transport services of the Southeastern railway. The subject of the study is analytical procedures and methods for processing data on the state and prospects of changes in the cargo market.
