Butko G.P., Mekhrentsev A.V., Skrynnikov R.A. PROSPECTS FOR THE FORMATION OF AN INDUSTRIAL CLUSTER FOR THE SUSTAINABLE USE OF RAW MATERIALS AT THE REGIONAL LEVEL
Abstract: The article proposes a solution to the problem associated with the need to form import-substituting industries. The authors propose an approach based on the clustering of industrial production in the timber industry, under the conditions of rational use of raw materials in forest regions. The issues of forming a timber industry cluster are considered at the regional level. An economic toolkit is proposed to increase the efficiency of the formation and development of an industrial cluster in the region, which is based on two components: economic and organizational. An assessment of the production and economic potential of the Sverdlovsk region for the purposes of clustering the timber industry is given. The article presents the results of the evaluation of priority investment projects in the field of forest development implemented in the territory of the Sverdlovsk region, the most profitable and optimal from the point of view of sustainable development of the forest complex are identified. An important factor is the determining role of the industrial cluster of the region as a starting point for creating competitive advantages, on this basis of competitive innovation potential. Based on the results of the study, the article proposes the formation of local "points of growth" of the territorial industrial cluster, where this point of growth will be based on an anchor enterprise that has all the necessary conditions to achieve the goals and ensure the rationalization of the use of forest resources.

Kozlova E.I., Shibina V.A. RUSSIA IN THE EUROPEAN OIL MARKET: CHANGES IN THE INTERACTION MODEL
Abstract: It is expected that the fulfillment of obligations under the Paris Climate Agreement (2015) by 2035 will lead to a sharp drop in global oil demand. However, today, for the countries of the European Union (EU), the shortage of energy carriers and the high dependence in their supply from external sources, especially from Russia, continues to be a serious problem. The purpose of the study is to consider changes in demand for Russian crude oil from the countries of the European Union (EU) and other European countries in the first half of 2022. The main factors determining the dynamics of the world oil market in recent decades are analyzed. The contribution of crude oil imports from Russia to the EU countries to meet their needs for fossil fuel sources, as well as to form the revenue side of the Russian budget in 2019-2021 has been determined. The regions of European countries with an increased demand for petroleum products have been identified. The level of dependence of different countries within the EU on the import of Russian oil is considered. The role of tanker and pipeline transport in the supply of Russian crude oil to the countries of Western Europe is revealed. For Russia, the export of fuel and energy resources is a geopolitical factor of power in the international system. Therefore, the narrowing of its positions in the traditional European energy markets with the introduction by the EU and UK authorities of an embargo on Russian oil prices necessitates both changes in the existing oil transportation strategies to European consumers and the active development of new niches in other external energy markets.

Koch Yu.P., Degtereva V.A. THE DETERMINATION OF WAYS OF DEVELOPMENT PRODUCTION AND TECHNOLOGICAL INNOVATION INFRASTRUCTURE ON SYSTEM REGIONAL ECONOMY
Abstract: At the present state of development of regional economy, we can see a constant growth of amount of innovation infrastructure objects. In this case, actual problems of systematization, evaluation of the effectiveness of functioning, choosing ways of development and management of innovation infrastructure objects arise. The goal of this article is to determine the ways for development of production and technological innovation infrastructure in the system of the regional economy by effectiveness of functioning analysis of innovation infrastructure objects. By result of analysis of methods and ways of evaluation of the effectiveness of functioning of development production and technological innovation infrastructure, and the results of ratings of infrastructure objects by the government and social and business organizations, authors have determined key/fundamental ways of development of production and technological innovation infrastructure objects and innovation activity. The authors have done the conclusions about the necessity of development of the legal regulation of innovation infrastructure objects, creation of the system of monitoring and collecting data, management companies financial improvement, strengthening the control over the spending of budget investments and transfers, creation of the methods of evaluation of the effectiveness of functioning of development production and technological innovation infrastructure. Also, evaluation of the effectiveness of functioning of development production and technological innovation activity have to take into account the specifics of such objects and determine the efficiency of functioning of both the object of innovation infrastructure directly (as a business entity characterized by the presence of a property complex, residents, resources and a management company), and its effectiveness in terms of achieving the goals of creating such an infrastructure object and its impact on socio-economic development of the region.

Morkovina S.S., Grigoriev V.I., Ivanova A.V., Grigoriev I.V. ASSESSMENT OF BUSINESS COMPETITIVENESS IN THE SPHERE OF TRAVEL AND TOURISM OF SUBREGIONAL SYSTEMS
Abstract: The article deals with the competitiveness of business in the field of travel and tourism in the countries of the Asia-Pacific region. The factors constraining the development of the tourism industry are considered and a comparative assessment of the level of competitiveness of activities in the tourism sector of subregional systems is made. To determine the dynamics of competitiveness, data on the competitiveness of countries belonging to the Greater Mekong Subregion by 14 parameters and a rating scale were used. In terms of the T&T Competitiveness Index of 4.8 points, China is in the lead. Thailand and Vietnam have had a high level of competitiveness of the tourism industry in recent years. Tourism development in the Asia-Pacific region is hampered by a number of political, natural and criminal factors. It is scientifically proven that the competitiveness of T&T is increasing, especially in Asia-Pacific countries such as China, Thailand and Vietnam. The development of the tourism industry is an important motivator for the economic growth of territories and countries, and has a positive effect on attracting investment.

Ki-Yuan A.A., Lobkova E.V. DIGITAL TRANSFORMATION OF PUBLIC ADMINISTRATION: ASSESSMENT OF THE EFFECTIVENESS OF PROJECT IMPLEMENTATION
Abstract: The study included consideration of approaches by domestic and foreign cars, including international organizations, to assessing the level of e-government development in countries. The authors developed an approach to diagnostics of implementation of regional projects within the framework of the National Program «Digital Economy of the Russian Federation». The relevance of the study is due to the high significance of the processes of digital transformation of an overwhelming number of spheres of society, priority direction in modern strategies of state administration and high level of application of digital technologies in systems of interaction of business entities. The aim of the study is to develop a methodology for assessing the effectiveness of the implementation of regional projects in the Krasnoyarsk Krai. The authors set the following tasks: generalization of experience in the field of e-government development assessment; study of trends, problems and prospects of e-government in Russia; development of methods for evaluating the effectiveness of regional projects of the Krasnoyarsk Krai, implemented in the field of ensuring the development of information infrastructure, information security, digital government, the formation of personnel for the digital economy and digital technologies. The practical significance of the study results lies in the development of an approach to the formation of a monitoring system aimed at improving the efficiency of the public service delivery process in order to improve the quality of life of the population. The results of the assessment allowed the authors to draw the conclusion that in the Krasnoyarsk Krai some successes have been achieved in the field of digitalization of public administration. The results of the calculations show the effectiveness of the implementation of regional projects of the Krasnoyarsk Krai in the field of digital economy.

ECONOMICS OF ENTREPRENEURSHIP: THEORY AND PRACTICE POINT OF VIEW

Abstract: The innovative activity of entrepreneurial structures in Russia does not meet the requirements of the modern level of scientific and technological progress. One of the reasons for this appearance is an unfavorable economic climate, characterized by the underdevelopment of the institutional and infrastructure environment, market conditions and business conditions, the need for knowledge and technology from the business community, and the creativity of the pre-resiners. At the same time, for modern domestic entrepreneurship, the characters are weak with the main contingent of its stakeholders, which is why the consideration of the requirements and capabilities of the main part of potential partners is difficult. The proposed al-city development of the strategy and tactics of innovation in entrepreneurship will eliminate identified flaws. The subject is the socio-economic processes and relations that arise in the process of managing innovation in entrepreneurial activity. The direction of the study is the definition and methodological justification of the approach to the development of an innovation management policy in entrepreneurial activity in the context of an unfavorable innovative climate based on a stakeholder approach. The purpose of the study is to justify the influence of the innovative climate and accounting for the interests of the main stakeholders on innovative activity and innovative policy of entrepreneurial structures. Development of an algorithm for the formation of an innovative strategy and tactics of the company. In the process of research, general scientific (analysis and synthesis, induction and deduction, analogy, generalization) and special (monographic, statistical-economic, abstract-logical) methods of scientific knowledge were used. Based on the analysis of the innovative climate formed in the conditions of the formation of Industry 4.0, the need to take into account its key parameters in the development of strategy and tactics for managing innovation in entrepreneurial activity is substantiated. The influence of relationships with internal and external stakeholders on the activity and success of innovative processes in business structures has been clarified. The algorithm for developing a strategy and tactics for managing innovations in entrepreneurship has been developed and substantiated. Promising mechanisms for the activation of innovative activity in internal development are substantiated. The results of the study can be used by the legislative and executive state authorities, the academic community in the development of areas of improving the innovative climate, as well as business entities for the development and development of internal policy of innovation management.

Polyanin A.V., Tugacheva L.V., Repichev A.I. DEVELOPMENT OF SMALL AND MEDIUM-SIZED BUSINESSES IN THE ORYOL REGION IN A PANDEMIC
Abstract: The article analyzes the current level of development of SMEs in the regional context on the example of the Oryol region; studied the features of state support for business during the COVID-19 pandemic; trends, risks and prospects for the activities of businessmen in a rapidly changing economic and political environment have been identified. Of interest is the process of transformation of restrictions due to the worsening epidemiological situation into economic restrictions of an external nature, due to the ongoing sanctions imposed against Russia by foreign states. The theoretical and methodological basis of the study was the scientific work of domestic and foreign scientists in the field of business support, focused on achieving sustainable development and ensuring import substitution. The study was based on an integrated approach, which involves the study of various aspects of entrepreneurship development, taking into account economic, social, cultural and political components. The study of materials on the stated issues was carried out by the authors using the methods of structural and system analysis, text mining. Emphasis is placed on the fact that the further development of entrepreneurship should take place in the conditions of active digitalization of processes. It was determined that the measures of state support for business during the pandemic allowed most entities to maintain their activities and further resist the impact of sanctions in the new economic conditions, using the opportunities to develop vacant market niches. Scientific novelty lies in the expansion of theoretical ideas about activities in the framework of overcoming crisis situations by SMEs at the regional level. The practical significance of the study is expressed in the systematization of regional experience in supporting SMEs and the possibility of its use by other subjects of the Russian Federation.

Sibiryatkina I.V. FORMATION OF THE MAIN DIRECTIONS FOR IMPROVING APPROACHES TO ASSESSING THE FUNCTIONING OF A COMMERCIAL ENTERPRISE
Abstract: The article proposes the main directions focused on improving approaches to assessing the functioning of the financial and economic activities of a commercial enterprise. The proposed directions are based on the principles of integration of financial accounting with tax accounting in the economy of a commercial enterprise. This problem is relevant, because. in the economic activity of a commercial enterprise there are unresolved contradictions caused by accounting and tax legislation. The problems of accounting and tax accounting in terms of their compatibility have their roots since the introduction of tax legislation on corporate income tax. The created contradictions lie in the plane of recognition of income and expenses of the organization according to tax and accounting data. They relate to such issues as the date of recognition of income and expenses, the method of depreciation for fixed assets, the formation of reserves, etc. The article considers approaches to the possible integration of accounting and tax accounting for commercial enterprises. To obtain conclusions on the stated topic of the publication, the method of comparison and comparison of accounting and tax accounting in business entities was used. Common features and differences in the reflection of income and expenses of an enterprise are revealed, tools for integrating ways and methods of accounting, approaches to the formation of subconto, integral accounting registers of information and tools for their adjustment based on modern information technologies are substantiated. The resulting toolkit integrates financial and tax accounting, which allows the most accurate assessment of the functioning of a commercial enterprise.

Yakovenko N.V., Butko G.P. TYPOLOGICAL FEATURES OF INNOVATIVE DEVELOPMENT OF THE TIMBER INDUSTRY COMPLEX
Abstract: Forestry is currently changing from a quite traditional and declining sector to a "sector of the future" that offers solutions to a number of pressing problems. Innovations and their implementation in the timber industry complex can be represented as a certain algorithm, in which the innovation goes from an idea to a specific product, technology or service and is distributed in forestry practice. The article deals with the issue of financial resources and their influence on the development of innovation potential of the timber industry complex. In the process of the study the following methods of scientific knowledge were used: axiomatic method - to clarify the essence of the concept of "innovation" and justify the principles of innovative development of forestry enterprises in terms of institutional transformations; systematic approach - to form the ecological-economic foundations for enhancing innovation in the forest sector, based on the significant role of forests in the preservation of environmental and economic stability and assimilation capacity of areas; abstract-logical method - to identify the key factors of innovative development of the forest sector in general and forestry enterprises in particular. Innovation activity manifests itself in the integral competitiveness of products in the form of the economic effect of innovations. It is shown that for the most reliable assessment it is advisable to include a factor of accounting financial resources in the assessment model. For the forest sector of the economy, the proposed approach is particularly significant. The results of innovative activity of an organization and product competitiveness are described by integrated models.

Abstract: Strategic planning of sustainable development of enterprises is becoming a widely demanded practice both in management activities and in scientific research. This is the process of developing, adjusting and implementing a strategy that represents a specific goal and a mechanism for achieving this goal. It is impossible to imagine building up the strategic potential of an industrial enterprise without sustainable development within the framework of the set strategic goals. This circumstance is characteristic of the current stage of development of the industrial economy, when the activity of the enterprise should be aimed at optimizing and maintaining the economic, social and environmental spheres of its functioning, in order to create favorable conditions for achieving business goals. According to various studies, Russian enterprises, especially enterprises of the timber industry, are still lagging behind Western ones in organizing the process of sustainable development. This process, in addition to the development and implementation of mechanisms for the functioning of enterprises, involves the assessment of sustainable development. The article considers the approach proposed by the authors to assessing the sustainable development of enterprises of the forest complex for strategic planning purposes (using the example of enterprises of the Voronezh region), which involves an integrative analysis expressed in a graphical positioning model.

Tyurin O.S., Bezrukova T.L. FORMATION OF A DEVELOPMENT STRATEGY FOR A FURNITURE INDUSTRY ENTERPRISE: FACTORS, INTERRELATION AND INFLUENCE
Abstract: In a modern market economy, close attention is paid to the development of an organization's development strategy, since strategy is the most important tool for enterprise management. To implement effective management, strategy development must be approached especially carefully. In the face of intense competition, constantly changing external economic conditions, increasing consumer demands, a significant reduction in the life cycle of products (including furniture) and the current unfavorable geopolitical situation, organizations must develop a strategy that would be able to help the company keep up with the changes, taking place in the external environment. The main goal of the organization's development strategy is to acquire long-term competitive advantages that will help the organization gain a foothold in the market, overcome economic difficulties and ensure further development. Various factors influence the formation of an organization's development strategy. For each industry, the interaction of such factors is specific. As a result of the study of factors influencing the process of developing a development strategy and the organization as a whole, internal and external factors were identified, having studied which it can be concluded that the development strategy being developed will bring results only when it is based on an extensive study and analysis of all types of factors.
