Subhonberdiev A.S., Borsyakov D.A., Shashkin A.P. DIRECTIONS OF DEVELOPMENT OF MSW PROCESSING IN THE VORONEZH REGION

Abstract: This article substantiates the need to assess the impact of the federal solid municipal waste (SMW) management reforms of 2019 and 2025 on the development of the waste-recycling sector in the Voronezh Region. As research material, we used the texts of regulatory legal acts (1998–2025), Rosprirodnadzor statistics on SMW generation and movement, data from Rosstat and the Unified Interdepartmental Information System of the Federal Tax Service (EMISS-FNS), as well as publications in specialized media and reports from regional authorities. We applied a comparative-legal analysis of legislative changes, quantitative analysis of the dynamics of waste generation, processing, and disposal, and an overview of media practices alongside interviews with representatives of regional operators. It was found that between 2019 and 2023 the recycling share of SMW in the region increased from under 5 % to 10 %, yet 90 % of waste continues to be landfilled. Infrastructure projects to build sorting complexes worth 8 billion RUB remain partially frozen, while the existing plant of JSC “Ecotechnology” provides only a 10 % recovery rate for secondary raw materials. A sharp rise in the number of illegal and newly identified unpermitted dumps was recorded (a 2.5-fold increase from 2021 to 2023). It is projected that implementation of the second reform phase—with mandatory color-coded containers, expanded reverse-vending (“fandomat”) systems, and increased sorting capacity—will raise the recycling rate to 40–50 % by 2030. The scientific novelty of this work lies in its comprehensive regional analysis of federal measures’ effects and the formulation of recommendations for optimizing waste management under irregular financing and weak institutional coordination.

Tretyakov A.G., Kolesnichenko  E.A., Shashkin A.P. THE CONTENT AND FACTORS OF ECONOMIC ACCESSIBILITY OF SITES FOR THE IMPLEMENTATION OF CLIMATE PROJECTS

Abstract: The article is devoted to the study of determinants taken into account when assessing the participation of business structures in climate projects. The authors present their own interpretation of the concept of “economic accessibility” in relation to the territories where climate projects are implemented. Special attention is paid to the realization of environmental, economic and social potential of a particular territory when participating in climate projects. The article substantiates that ensuring the economic accessibility of sites for the implementation of climate projects also implies obtaining economic multiplier effects in the form of progressive growth of investment attractiveness for entrepreneurs of decarbonization projects, where the basic parameter for interpreting the results obtained should be the carbon unit. The authors present a multidimensional classification of factors affecting the economic availability of sites for the implementation of climate projects, which have a different deterministic mechanism. From the perspective of factor analysis, an algorithm for the formation of the results of the implementation of climate projects at specific sites is presented, where the key determinants are the total cost of restoration, protection and conservation of forests; the volume of carbon units produced for a certain period of project implementation; the total cost of registration of the climate project, compilation and validation of design and technical documentation, as well as the cost of monitoring and verification of the results of the implementation of the climate project. For each stage of the presented algorithm, a set of actions is proposed and a list of regulated (scenario) and unregulated (forecast) factors for each parameter is presented. The presented algorithm allowed us to propose criteria for determining the level of eco-economic accessibility of sites for the implementation of climate projects and to formulate a procedure for their determination.

Shcherbin A.O. ASSESSMENT OF THE TERRITORY'S ADAPTATION TO CLIMATE CHANGE: SOCIO-ECOLOGICAL AND ECONOMIC ASPECT

Abstract: The article examines the key priority areas of national goals concerning climate policy, focusing on assessing the threats posed by climate change to the sustainable development of the territory. Despite geopolitical challenges and the effects of sanctions, the Russian Federation's national agenda for climate change adaptation continues to advance actively. Our country consistently implements the vector of achieving the goals of the Paris Agreement in terms of ensuring socio-ecological and economic development of territories and strives to achieve carbon neutrality by 2050. Climate change is causing damage manifested by an increase in natural disasters, destruction of natural ecosystems, water resource shortages, loss of biodiversity, health risks, forced population migration, decreased crop yields, and reduced labor productivity. Indeed, the issue at the heart of the modern climate agenda stems from anthropogenic impacts on the environment, creating a need for a comprehensive assessment of climate change effects on the socio-ecological and economic development of territories. The growing significance of natural resources and their considerable potential for climate change adaptation, owing to their emission absorption capacity, necessitates, alongside traditional evaluation of sustainable development indicators, the assessment of a specific aspect of sustainability—namely, a set of natural and climatic indicators. The outcomes of a comprehensive evaluation of the socio-ecological and economic development of the area not only provide a foundation for adapting to sustainable development but also act as an early warning system for managing risks associated with the territory’s sustainable growth.

Abstract: The article examines modern approaches to marketing in the field of secondary education, with a special focus on the positioning of educational organizations and mechanisms for attracting investments. The study is based on the analysis of practical experience of Russian schools, including educational institutions in the Belgorod region, which allows for the presentation of regional specifics in the implementation of marketing strategies. The authors conduct a comprehensive analysis of existing marketing practices in school education, identify key barriers to development, and propose innovative solutions to enhance the investment attractiveness of schools in the context of growing competition in the educational market. Particular attention is given to the development of an author’s typology of marketing strategies based on real data and research. The paper presents the results of a statistical analysis of the effectiveness of various marketing tools in school education. Based on the obtained data, the authors formulate recommendations for optimizing the marketing activities of educational organizations and propose specific mechanisms for attracting private investments in the development of school infrastructure and educational programs.

The practical significance of the research lies in the development of a comprehensive strategy for enhancing the competitiveness of schools, including positioning methods, marketing tools, and ways to overcome existing development barriers. The proposed solutions can be adapted for use in various regions of Russia, taking into account their specific features and needs.

FUNCTIONING AND DEVELOPMENT OF REGIONAL ECONOMY

 

Borkova E.A., Plotnikov V.A. BALANCED REGIONAL DEVELOPMENT IN THE CONTEXT OF THE SUSTAINABLE DEVELOPMENT GOALS ACHIEVING

Abstract: The article is devoted to the study of the features of regional development in the Russian Federation in the context of implementing the concept of sustainable development. Based on the analysis of indicators characterizing the achievement of the Sustainable Development Goals (SDGs) in Russian regions, it was found that a new type of regional differentiation is being formed in modern Russia - differentiation in terms of achieving the SDGs. The study assessed the achievement of various groups of SDGs combined into clusters. The difference between the integral indicators of their achievement between the leading regions and the outsider regions is 1.64-3.26 times. It was found that there is a correlation between low total scores for achieving the SDGs as a whole and low results of the corresponding regions in individual clusters. First of all, this concerns economic and social parameters. A trend was also identified according to which regions that actively integrate environmental initiatives into their development strategy can provide not only relatively high indicators of the environmental cluster, but also achieve positive shifts in the institutional and social spheres. This fact confirms the assumption about the synergetic nature of the impact of environmental transformations on other aspects of sustainable development, refuting the widespread opinion about a potential conflict between environmental and socio-economic priorities. Quantitative analysis revealed significant variation in sustainable development indicators between regions of the country. This indicates the need for a targeted, differentiated approach to the design and implementation of regional programs to achieve the SDGs.

Pobedin A.A. SMART SPECIALIZATION IN RUSSIAN REGIONAL POLICY: TRANSITION FROM EQUALIZATION TO STIMULATING INNOVATIVE DEVELOPMENT

Abstract: This paper examines structural changes in Russia's regional policy related to the transition from the traditional equalizing approach to stimulating innovative territorial development through smart specialization mechanisms. Using a combination of structural-functional analysis of strategic documents and comparative research of budgetary indicators of Russian regions, the author identified a gap between the declared priorities of innovative development and practical mechanisms of financial support for regions. The research results show that regions with characteristics of trans-regional growth centers with concentrated scientific, technical, and educational resources often receive insufficient federal support through the system of inter-budgetary transfers and implementation of national projects. The study revealed several key problems in implementing the smart specialization concept: methodological inconsistency between equalizing and stimulating vectors of regional policy; misalignment between regional policy objectives and evaluation criteria for regional authorities and top officials of Russian regions; and contradiction between implemented financial instruments and strategic development priorities. Based on the analysis, the paper formulates practical recommendations for reforming Russia's regional policy, including a transition to the regional self-development model while ensuring equal access to development resources, prioritizing innovative development, harmonizing various regional policy directions, strengthening horizontal connections between regions, expanding international integration, and increasing adaptability of regional regulation mechanisms.

Semina I.A., Folomeykina L.N., Yakovenko N.V., Skrynnikova M.V. ANALYTICAL ASSESSMENT OF STATISTICAL DIFFERENCES IN RETAIL TRADE IN THE REGIONS OF THE VOLGA FEDERAL DISTRICT

Abstract: The relevance of the research is due to the significant role of retail trade as a factor of socio-economic development of regions and improving the quality of life of the population. The aim of the work is to conduct a comprehensive analytical assessment of statistical differences in retail trade in the regions of the Volga Federal District with the identification of territorial peculiarities of the functioning of this industry, the identification of main factors affecting its development, as well as the formulation of prospects for the growth of the retail sector in terms of improving the quality and accessibility of trade services to the population of the macro-region. The methods used were comparative, statistical and territorial analysis; generalization and classification methods were applied, as well as data mapping. The official statistical data of Rosstat, regional compilations and analytical materials for 2020-2023 were used as research materials. The results of the research revealed territorial differences in the provision of retail services: the leaders of the Volga Federal District in terms of retail trade turnover and share of consumer spending are the Republic of Tatarstan and the Nizhny Novgorod Region, while the outsiders are the Republics of Mari El and Chuvashia. The Republic of Mordovia demonstrates positive dynamics and noticeable improvement of its positions in a number of indicators in 2023. The region's retail development prospects are linked to the modernisation of transport and trade infrastructure, expansion of the range of services, development of digital technologies and support for small and medium-sized businesses.

Mazhara R.M. ANALYSIS OF THE THEORETICAL CONCEPT AND TOOLS OF TERRITORY MARKETING AS A FACTOR OF SOCIO-ECONOMIC DEVELOPMENT

Abstract: The relevance and practical importance of territory marketing is increasing today due to the growing global and interregional competition between geo-products (territories). The article is devoted to the study of scientific views on the concept of territory marketing, as well as the study of scientific and methodological tools in the field of territory marketing. It highlights two fundamental approaches to the definition of territory marketing: 1) considering the territory as a quasi-corporation consisting of a set of local economic agents who have certain needs, the satisfaction of which depends on the overall success of socio-economic policy; 2) considering the territory as a specific "commodity" that has a multidisciplinary and diverse consumer value. The interrelation between the concepts of territory marketing and marketing attractiveness is investigated. Based on these targets, the types of objects to which the marketing of the territory is directed, a set of specific tasks and tools for its implementation has been formed. The main directions of work on the marketing attractiveness of the territory are given, as well as effective tools for marketing territories at the regional level. The article also substantiates the possible positive effects of managing the marketing attractiveness of the territory.

Abstract: Every year, issues related to the development of mechanisms and measures to support entrepreneurial structures become more and more relevant, both for individuals and for representatives of business structures. In our opinion, the mechanisms of state support for business by reducing the tax burden are the most relevant. In a difficult economic situation, the state strives to find a balance between replenishing the budget and supporting its citizens and entrepreneurs. One of these tools is the tax amnesty, aimed at transforming business structures and legalizing the economy. The year 2025 is focused on the implementation of the next tax amnesty, which promises to be an important event for many market participants. Its relevance is due to a number of factors: the fight against the shadow economy, stimulating structural changes in business, the risks of active digitalization of the Federal Tax Service, the synergy of tax reform, etc. The purpose of this work is to consider the main legal aspects of the upcoming amnesty this year, analyze its possible consequences and assess the prospects for various categories of taxpayers. It seems to us that the study of the transformation of business structures under the influence of the tax amnesty is related to its role in restarting the tax culture. The study is necessary to develop adaptive strategies and evaluate the effectiveness of amnesty as an economic policy tool.

Abstract: In the context of globalization and rapid technological progress, the strategic maturity of regional industrial complexes is becoming a key factor determining their competitiveness and sustainable development. Modern challenges such as economic sanctions, changes in international politics, and the need to achieve technological sovereignty emphasize the importance of assessing and increasing the maturity of industrial systems at the regional level.

The article provides a strategic analysis of the socio-economic and territorial characteristics of the regional industrial complexes of the Central Federal District and considers an approach to assessing the strategic maturity of the territorial development of regional industrial complexes, which is understood as an integral characteristic of the level of institutional, regulatory, organizational and program-project readiness of the subjects of the federation for the systematic management of industrial development based on the principles of scientific, technical and innovation policy, consistent with federal strategic priorities and regional competitive advantages.

It is established that the strategic maturity of the territorial development of the regional industrial complexes of the Central Federal District is characterized by a high degree of heterogeneity, determined by the institutional, regulatory and infrastructural viability of the subjects.
