Bugakov V.M., Nikonov V.O. THE RESULTS OF FORECASTING THE MAIN INDICATORS OF INNOVATIVE DEVELOPMENT OF THE REGIONAL ECOSYSTEM OF THE VORONEZH REGION

Abstract: The scientific works of foreign authors dealing with the formation and problems of the functioning of regional innovation ecosystems are considered. It was revealed that, despite the numerous results of scientific research in the development of regional innovation ecosystems existing in the world, a complete and detailed set of necessary conditions for ensuring the high development and success of the regional innovation ecosystem has not yet been developed. A system of two groups of indicators is proposed, including indicators of the development and success of the innovation ecosystem, with the help of which it is possible to assess the innovative development of the regional ecosystem of the Voronezh region. A model of innovative development of the regional ecosystem of the Voronezh region was developed on the basis of a combination of the method "structural model of innovative development" and the method of "black box", characterizing the success of the innovative development of the ecosystem of the studied region. The proposed methodology is described, which makes it possible to assess the innovative development of the regional ecosystem of the Voronezh region. A forecasting technique based on simple dynamic analysis, autoregressive method, and Cramer's method is presented. Regression equations are obtained for all the studied indicators. The values of the studied indicators of the innovative development of the regional ecosystem of the Voronezh region were calculated for the period from 2020 to 2023. An area diagram was constructed, which made it possible to identify both a positive growth of some indicators and a negative dynamics of changes in the indicators of innovative development of the regional ecosystem. One of the main problems hindering the development of the regional ecosystem of the Voronezh region, which is to reduce the number of young scientists, has been identified. The analysis of the reasons contributing to the occurrence of this problem is carried out. A list of effective measures to promote the growth of the number of young scientists is proposed.

Eremina I.A., Polyanin A.V. TOOLS FOR DETERMINING THE SPECIALIZATION OF THE PROJECT ACTIVITY OF THE REGION IN THE PRODUCTION SPHERE

Abstract: In order to achieve stable economic development, improve the living standards of the population, based on the integrated approach in the economy, the problem of networking regional development projects and their phased strategizing comes to the fore, which determines the relevance of research to determine the appropriate project specialization in the areas of economic development. Consideration of the production sector comes to the fore, as it is one of the most costly for the implementation of project activities in the regions. The purpose of the study is to develop methodological tools that reveal the features of the development of project activities in the region on the basis of determining its specialization in the manufacturing sector. To achieve it, such methods of scientific research as correlation and regression analysis, economic and mathematical modeling, methods of statistical data processing were used. The presented methodology made it possible, on the basis of Fisher's F-statistics and Student's t-statistics, to determine the input, process and output indicators, which later made it possible to form a process matrix for their application to determine the specialization of the region's project activities in the manufacturing sector. The subsequent correlation analysis, carried out on the example of the regions of the Central Federal District, showed which regions dominate in the production sector in the implementation of project activities, based on the established level of specialization. The practical significance of the results obtained in determining the dominant specialization of project development for the regions lies in the possibility of using the developed methodological apparatus, as well as its specific recommendations for the regions in solving the most important socio-economic problems in the implementation of project activities in the region.

Kulikov A.V., Efimov M.A., Halbayev J.H., Soltanov Y.S. ECONOMICALLY JUSTIFIED OPTIMIZATION OF FLOW PROCESSES IN THE ORGANIZATION OF TRANSPORTATION TO THE OBJECTS OF THE CRIMEAN PENINSULA

Abstract: The article presents the results of a study on the economic justification of the use of technological schemes for the transportation of building materials to the objects under construction in the Republic of Crimea. The volume of construction in 2021 amounted to only 39 buildings, and in 2022 it is planned to hand over more than 60 construction projects and will approach the level of 2018. The paper examines the dynamics and characteristics of the functioning of the construction sector of the peninsula using the methodology of economic comparison, a systematic approach and logistics ABC analysis. The results of the ABC analysis showed that only five major developers are in group “A”, four are in group “B”, the remaining twenty–one are in group “C”. Methods of mathematical statistics were used to determine the regularity of random variables, elements, stages of the transportation process of construction goods. The developed technological projects for the transportation of sand from the Krasnogorsk quarry, crushed stone from the Trudolyubovsky quarry to Simferopol were economically justified. The application of the proposed recommendations made it possible to optimize the operation of the entire rolling stock, increase its productivity. The optimal technological scheme is No. 5 (the minimum total cost of transporting sand for one ride is 2,716 rubles.). The increase in the productivity of dump trucks ensures a reduction in the cost of transportation and a reduction in transport costs in the final cost of residential and non-residential facilities in Crimea. The analysis of the impact of technical and economic indicators on improving the efficiency of the transport process is carried out. The productivity of dump trucks for the transportation of sand and crushed stone can be increased in the range of – 15.0 - 38.5%, due to the application of our recommendations (use rolling stock with a larger load capacity, reduce the duration of the stages: cargo preparation for transportation; loading; transportation; unloading; delivery of rolling stock). The results of the implementation of recommendations to improve the economic efficiency of a motor transport company are presented. The effect for 1 ton of cargo at the maximum load of one excavator was: 23.2 rubles /ton when using MAZ-6501 relative to MAZ-5550; 7.4 rubles/ton relative to KamAZ-65115-50. The effect for 1 ton of cargo with minimal losses was: 23.9 rubles /ton when using MAZ-6501 relative to MAZ-5550; 8.9 rubles/ton relative to KamAZ-65115-50.
